New feature - set starting speed

I added a feature where you can set the starting speed (it won't affect the maximum speed).

I did this because:

- slow speed can get slow and boring, especially on the bigger stages.

- In boss fights, slow speed can actually harm you.

Hopefully this makes the game a bit more fun to play. :) 

(there are consequences to enforcing copyright and fudging up Precure, Toei!)
